OCTOBER
On October 14, 2025, the City Council formally accepted the Florida Avenue Park Project as complete, and authorized the filing of Notice of Completion with the San Mateo County Record’s Office. The completion of the project which transformed the site at 324 Florida Avenue into a vibrant new public space was warmly received and celebrated by the community at the parks opening in August.
The project began as a neighborhood-driven vision to remediate the site and create a park that reflects the character and needs of the surrounding community. Following years of planning, community engagement, and design refinements, construction officially began in late 2024. Throughout construction, the City worked closely with its project management and design teams to ensure that all aspects of the park were delivered to the highest standards of safety, quality, and sustainability. Several design enhancements were incorporated during the process to strengthen the park’s long-term performance, accessibility, and environmental efficiency.
With construction now complete, Florida Avenue Park stands as a welcoming neighborhood gathering place featuring modern amenities, new landscaping, improved pathways, and sustainable infrastructure. This milestone represents the successful conclusion of a multi-year effort to bring new recreational opportunities and open space to the community.
Florida Avenue Park is now open to the public, offering residents and visitors a beautiful new destination to enjoy for generations to come.
AUGUST
JULY
Forida Park Update: Nearing Completion
While Forida Park may appear complete at first glance—with its beautiful new landscaping, refreshed pathways, and modern amenities—we want to inform our community that a few final touches are still in progress. We’re almost there!
What’s Left to Complete:
- The newly installed sod requires additional time to fully establish. Early foot traffic could damage the grass before it’s ready for regular use.
- Minor finishing work is ongoing, including final irrigation adjustments and removal of any remaining construction materials.
- Final safety inspections and amenity checks are being scheduled to ensure the park meets our quality and safety standards.
When Can You Enjoy the Park?
Very soon! We truly appreciate your patience and enthusiasm. Our crews are working diligently to complete these final steps so the park is safe, welcoming, and fully operational upon opening.

JUNE
In June, the Florida Park Project saw steady progress with the completion of pour-in-place rubber surfacing, stepping stone installation, and placement of interior pathway concrete. Irrigation and planting work advanced throughout the site, including the completion of gopher wire and sprinkler systems at the Great Lawn and installation of the solar irrigation controller and solar panel mast. Site furnishings such as heart-shaped benches and a new 108" box Coast Live Oak tree were installed, with surrounding plantings underway. Additional hardscape improvements began with formwork for remaining sidewalks, curbs, and gutters, while select concrete flags were removed in preparation for replacement. Once the concrete work is complete, installation of the new sod will begin.
MAY
The Florida park construction project made significant progress in May. Crews continued soil amendments and irrigation work, while additional sidewalks and decomposed granite pathways were placed near the entrance. Concrete footings for the swing set were installed, and site furnishings—including log benches, picnic tables, trash receptacles, and a bike rack—arrived. Playground fencing and play equipment footing for the 2-5 structure were set, and planting efforts began alongside drip line irrigation installation. Infrastructure developments included excavation for the irrigation control pedestal and mast footing, with forms completed for the irrigation controller and mast. Delivery and installation of unique heart-shaped seats added charm to the space, bringing the project closer to becoming a vibrant community park.
APRIL
April witnessed significant advancements in the transformation of Florida Avenue Park, bringing its design closer to fruition. Key milestones included the completion of walkway paving and the irrigation in the first week followed by curb walls, equipment installation, and the central water fountain. Thoughtful attention was given to the landscape's structure with footing adjustments and boulder placements. Further enhancing the park's architectural integrity was the careful consideration of the ornamental metal fencing, the electrical elements of the project, and ongoing resolutions to project RFIs. Through diligent inspections, submittal reviews, and close collaboration with the City, the project team remains dedicated to crafting a space that will enrich the community for years to come.
MARCH
In the month of March, the Florida Avenue Park Project reviewed and approved materials and features for the park's development, including color samples for the new special rubber surface and decided on the type of benches. Other work during this month included caulking for concrete areas. A proposal for a solar irrigation control system is currently under review after being. The City also addressed important questions related to the project to ensure precise construction, including matching the thickness of the existing asphalt and ensuring the proper installation of the entrance fencing.
FEBRUARY
The Florida Avenue Park Project progressed significantly in February 2025. Site development activities were substantially completed, encompassing grading, storm drain installation, and the commencement of concrete work for sidewalks and curbs. Ornamental and perimeter fencing installation advanced to near completion. While eleven rain days impacted the project schedule, work proceeded efficiently during suitable weather conditions. Key submittals, including those for the entryway features and landscape materials, received approval. Other submittals related to site furnishings and subsurface conditions underwent revisions or awaited final approval. Change orders, specifically those addressing the relocation of the irrigation backflow preventer (CO #4) and demolition of the existing adjacent fence (CO #5), were processed and approved without impacting the overall project timeline. Resolution of site-specific issues, including dewatering and coordination with adjacent properties, was achieved. Permitting for electrical work, following a period of clarification with the utility provider, was finalized. Despite weather-related delays, the project demonstrated consistent advancement throughout the month.
JANUARY
At the end of the first month of 2025, the City is please to bring this update on the Florida Avenue Park Project which has made significant progress with important RFIs that shaped the trajectory of the project in the month of January. Changes to the backflow device and drain inlet materials have been approved to meet project standards, and the grate color has been confirmed as gray or black. The reviews of the aggregate backfill validate its compliance with specifications, while it has been determined that a water meter is not necessary for this phase. Updates on the play and exercise equipment are ongoing to ensure safety and design alignment, and the bike racks will be securely anchored to concrete as instructed by the manufacturer.
Electrical plans are moving forward with approvals on conduit and labeling requirements, and a civil engineer will conduct further reviews on concrete installations. Approval has been granted for the electrical meter pedestal, while irrigation plans are being finalized. The heart-shaped concrete seating has received on-site color approval. Some additional details regarding hardware for the ornamental fence and gates are still required, but the color selection has been approved. Soil analysis results are pending confirmation, and the high early concrete and asphalt mixes have been approved for use. Revisions for the neighbor entry fence have been requested to ensure materials and installation details are correct.
December
The Florida Avenue Park project focused on submitting important requests for information (RFIs) and necessary documents. Key RFIs included questions about the existing backflow prevention system, how to manage the interaction between gasoline lines and storm drains, and information on updating or relocating existing signs. Contractor Suarez and Munoz also sought details on the design of new sidewalks, the materials and methods for installing new fence posts, and an assessment of the current Sewer Service Cleanout (a plumbing access point). Additionally, clarification on connecting the new storm drainage system to the existing catch basin and specifications for safety rubber surfacing in the playground area were discussed. On the documentation side, construction plans, detailed specifications for materials needed, and comprehensive plans for drainage and utility systems were also reviewed. The project experienced a temporary suspension due to inclement weather. However, despite this setback, we are please to report that the Florida Avenue Park project remains on schedule. Work will take a pause for the holidays and construction will resume the first week of January 2025.

The groundbreaking ceremony for the Florida Avenue Park Project took place November 15, 2024, marking a significant milestone in our community's efforts to enhance green spaces and recreational opportunities. This project aims to transform the area into a vibrant park that will serve as a hub for outdoor activities, community events, and a gathering place for residents of all ages. With the support of local stakeholders and community members, we are eager to bring this vision to life, promoting a healthier, more connected neighborhood. November 13, 2024 - The Community Service Department hosted a logistics meeting for residents in the neighborhood surrounding Florida Avenue Park. The meeting took place at the Carlton House, located at 299 Carlton Ave. This meeting provided an opportunity to discuss the park project, outline what to expect moving forward, and provide a platform for questions while offering resources for the duration of the project.
August
Bids for the Florida Avenue Park construction project were officially closed on August 22. Staff has reviewed the submitted proposals and is preparing to present a recommendation to the City Council regarding the award of the construction contract. We appreciate the community’s engagement and support as we work towards improving Florida Avenue Park. Further updates will be shared as the project progresses.
June
The Florida Avenue Park Project has reached a crucial juncture with the official release of the project for bidding to qualified contractors June 24. Over the coming weeks, the received bids will be meticulously evaluated and reviewed.
In September, the selected contractor and anticipated project costs will be presented to the Council for approval of funding, marking a significant step towards the project's realization. Pending Council approval, the project is slated to commence shortly thereafter, leading into subsequent phases of development and construction. The projected completion date remains on track, with the timeline highlighting key milestones from bidding initiation to anticipated funding approval and project execution.
April
The design firm MIG has completed the plans and estimates for Florida Park. City staff are preparing the Request for Bids on the project, and they will tentatively be released in early May for consideration. Upon a successful bidding process, the project will be presented to the City Council for consideration in Summer 2024.

On May 26, 2020, the City Council took action to have landscape architect firm MIG develop final construction documents for the Florida Avenue Park project to allow staff the ability to identify alternative funding to support the park construction. In March of 2021, the City applied for funding for this project through the Prop 68 Statewide Park Development and Community Revitalization Grant Program. In December 2021, the City was informed that funds would not be awarded to San Bruno for this project. The City remains committed to realizing the community vision for this park and will identify funding through the upcoming FY 2022-23 budget process, and through other grant or alternative funding opportunities. Although park construction is on hold for funding, the City installed grass in October 2020 for the community to enjoy the open space.
The City Council took action and to have MIG, the landscape architect, provide restart services and a revised final bid set, and bid and construction support services for the Florida Avenue Park project. In addition, staff has begun to install irrigation and grass at the future park site, as an interim measure to open the site to the community in 2020. Staff will continue to seek grant funding and work to identify alternative funding, from Park in Lieu fees and development-related community benefit payments, to support the park construction. Proceeding with the proposed contract amendment is an important step to having "shovel ready" plans for the future park, once funding is identified.

In March 2019 the City hosted a community meeting at the park to gather feedback regarding the removal of two heritage trees. The City had proposed removing a non-native Norfolk Island Pine because it could drop pinecones weighing one to two pounds from a height of 50-80 feet. The Pine also secretes a sticky substance that would foul the play equipment below. The other tree, a Deodar Cedar, was found by an arborist to be deformed due to prior trimming and topping. As a result of feedback from the community meeting and discussions with a group of residents and their attorney who had appealed the City's proposed decision to remove the two trees, the City will be removing the Pine and replacing it with a beautiful, large native Coast Live Oak and retaining the Cedar. When planted, the Oak will be about 20-25' high and about 18' wide. The park design will include planting 14 additional new trees, as previously proposed by the City. The City will be working with its designer to finalize the plans, and then to obtain construction bids, which are expected by the first quarter of 2020. Construction could start in mid-2020.
September
At the Parks and Recreation Commission Meeting, City staff brought up significant concerns involving the potential removal of two remaining heritage trees on the site to protect public health and safety and avoid newfound/increased maintenance costs. This decision is linked to the preferred layout of the park.
